Getting there from Tokyo
Keyaki Street is at Saitama-shintoshin station, on the left side of the exit.
Saitama-shintoshin station comes before Omiya station.

From Ueno Station
Take JR Utsunomiya-sen (or Takasaki-sen) train and get off at Saitama-shintoshin station. (22-min ride)
OR
Take the JR Keihin-Tohoku train and get off at Saitama-Shintoshin Station. (36-min ride)
